Ihor Dir

Dir Ihor Yuriyovych in 1995, he graduated from the Moscow State Institute of International Relations (specializing as an international lawyer). PhD in Law (2010), Associate Professor (2022). He holds the diplomatic rank of Ambassador Extraordinary and Plenipotentiary of Ukraine (since 2007). In 2008, he received the 2nd rank of civil servant. He was awarded the Order of Merit, 3rd class (Presidential Decree of Ukraine on December 24, 2007, No. 1252), the Honorary Certificate of the Cabinet of Ministers of Ukraine (2004), and numerous departmental awards. In 2016, he was awarded the honorary title “Honored Lawyer of Ukraine.” Career 1995-1998: Attaché, Third, Second, and First Secretary of the Department of International Legal Issues of Multilateral Cooperation, Contractual-Legal Department of the Ministry of Foreign Affairs of Ukraine. 1998-2002: First Secretary (Head of the Consular Department) at the Embassy of Ukraine in the United Kingdom, Deputy Permanent Representative of Ukraine to the International Maritime Organization. 2002-2004: Deputy Head, later Head of the Consular Department of the Consular Service of the Ministry of Foreign Affairs of Ukraine. 2004-2007: Head of the European Integration Department, Deputy Director of the European Union Department, Acting Director of the European Union Department of the Ministry of Foreign Affairs of Ukraine. 2007-2008: Head of the Main Foreign Policy Service of the Secretariat of the President of Ukraine. 2008-2014: Ambassador Extraordinary and Plenipotentiary of Ukraine to the Swiss Confederation and, concurrently, to the Principality of Liechtenstein. 2014 – Present: Associate Professor of the Department of International Law at Uzhhorod National University. 2021-2024: Professor of the Department of International Law and Comparative Legal Studies at the Kyiv University of Law of the National Academy of Sciences of Ukraine. 2024 – Present: General Director of the Ukrainian Nuclear Forum Association. Throughout his professional career, he has made significant contributions to the development of Ukraine’s foreign policy. In 1998, he was involved in the ratification of the Energy Charter Treaty. From 2003 to 2004, he facilitated the signing of Agreements with the Republic of Poland, the Republic of Hungary, and the Republic of Lithuania on mutual travel of citizens. As one of the leaders of Ukraine’s delegation, he participated in negotiations with the EU on the Association Agreement between Ukraine and the European Union. He was involved in negotiations for Ukraine’s accession to the World Trade Organization and contributed to the establishment of a free trade zone between Ukraine and the European Free Trade Association (EFTA). He also played a role in ensuring Ukraine’s participation in the World Economic Forum in Davos (2007-2014). He has been the leader and a member of Ukraine’s delegation in many bilateral and multilateral negotiations, as well as at international conferences and sessions. He is the author and co-author of numerous scientific publications and monographs. He is fluent in Ukrainian, English, Arabic, and Slovak.

Mykola Vynogradov

Vynogradov Mykola Anatoliyovych in 1978, he graduated from Donetsk Polytechnic Institute as an engineer-mathematician. He completed postgraduate studies at the Kyiv Institute of Automation (1989-1992, part-time) in the field of “Automated Process Control Systems” (APCS). From 1978 to 1986, he worked as a process engineer at the Special Design and Technology Bureau (APCS) of the “Elektronmash” Production Association. From 1986 to 1992, he worked at the Kyiv Institute of Automation. Since 1992, he has been in public service within structures dealing with international technical assistance, and he served as the director of the coordination bureau for the TACIS program. From 1995 to 1998, he worked as an expert in the technical assistance project monitoring program for Ukraine, focusing on projects in the fields of nuclear safety, energy, and scientific cooperation. From 1998 to 2001, he worked as a business development manager for Ukraine at AEA Technology (UK). From 2001 to 2013, he worked as a senior expert in the European Union monitoring program. From 2015 to 2018, he was an expert at the International Research Center for the Prevention of the Consequences of Radiation, Chemical, Biological, and Nuclear Threats. Since November 2018, he has been the Project and Program Manager at the Ukrainian Nuclear Forum Association.
